Public and Private School Sports Programs CIAS students are allowed to participate in local private and zoned public school sports programs. CIAS is a non-member school participant with FHSAA, the Florida High School Athletic Association. EL12 form must be filled out by the student athlete as well as by a CIAS staff member: www.fhsaa.org/forms/eligibility/el12
